The Minimum Energy Efficiency Standards or Domestic MEES legislation came into effect on 1st April 2018 in England and Wales, it applies to all private rented residential and domestic properties.

The legislation now makes it illegal to rent a domestic or residential property if the energy efficiency rating is an ‘F’ or a ‘G’, this is based upon the results of the Domestic Energy Performance Certificate (EPC).

Domestic MEES Minimum Energy Efficiency Standards Rating

The Minimum Energy Efficiency Standards for domestic properties were introduced to encourage Landlords to improve the energy efficiency of their older building stock, which will help to achieve the Global Carbon Reduction targets for 2020 and 2050, whilst also reducing the heating/running costs for their tenants.

If your domestic property has an EPC energy rating of ‘F’ or ‘G’, then it is illegal to rent the property to a tenant.

The new legislation has had a great impact on UK property market for those properties which are rated ‘F’ or ‘G’, apart from it now being illegal, most property organisations and institutions such as mortgage lenders and pension schemes will no longer provide a mortgage, or allow a property to be entered into a pension fund unless it achieves the Minimum Energy Efficiency Standards of an ‘E’ rating.

It is common that some of the energy efficiency measures that are recommended by the Domestic Energy Performance Certificate (EPC) are inappropriate or very disruptive for a particular property. Additionally, more than one domestic energy efficiency measure may be required to be installed to improve the property. We therefore re-model the property by inputting various energy efficiency measures into our accredited software to identify the most appropriate, lowest cost and least disruptive energy efficiency measures available, whilst still achieving the desired energy rating.

During this process we liaise with you upon the suitability and viability of the various energy efficiency measures available for your domestic or residential property. Examples of the measures include, installing wall, loft or floor insulation, installing an energy efficient boiler or heating system or by simply installing energy efficient lighting.

Once the recommendations have been agreed and installed, our accredited domestic energy assessor can then re-visit the property to ‘sign-off’ the energy efficiency improvements and reproduce a new Domestic EPC that reflects the improvements made.

Tenants of domestic properties have the right to ask for energy efficiency improvements to be made to the property that they rent. If the landlord refuses, the tenant can take the case to a Tribunal General Regulatory Chamber, which can force the landlord to carry-out improvements.

From April 2020 the regulations applied to ALL privately rented residential properties, and landlords must now comply. Financial penalties for non-compliance can be as much as £5000.00 in the domestic sector.

Firstly, we would instruct one of our qualified, accredited Energy Assessors to visit your domestic or residential property to carry-out an initial energy efficiency assessment of the property and to produce an Domestic Energy Performance Certificate (EPC).

If the energy rating of the Domestic EPC is an F or G (a fail), we can then further discuss the options available and provide you with the appropriate MEES advice and guidance to ensure your property achieves the Minimum Energy Efficiency Standards.
